Spurious blank page on ChromeOS devices

We have about 90 Chromebooks on this partcular site, all managed nicely with the Education Upgrade...

 

We have a homepage set that is our intranet landing page, and this pops up every time, however we occasionally also see an additional blank google search page open on browser start, which throws the younger kids through a loop because: "Missssssss, my page doesn't look like that..." Any ideas why the extra appears? Any ideas how to stop it? It doesn't happen all the time, and it doesn't happen on any kind of discernible pattern.

 

EDIT to also say that the 'new tab page' is also set to the intranet location and this doesn't stop the random standard google search page appearing.
