Annotation software for touchscreen displays

We recently acquired some non-interactive screens and are exploring the possibility of mating these with touchscreen displays on the teacher's desk, however not too sure about how we can offer the facility to annotate (i.e. over a webpage, doc etc). We have some epson interactive projectors too which has all this built in and works great without PC-end software, but we'd need something like the old smartboard tools to achieve this with a touchscreen display, ideally free but only as simple as annotating writing, no fancy stuff.

 

Are there any suggestions or would some budget need allocating for an entry level commercial product?
