CC4 all shortcuts are missing when i setup new users?

Morning, when ever i create a new user like staff etc they have no shortcuts. the current users do, its just new users. i have checked all settings and templates and they match etc.... am i missing something ?

If you redeploy a program set does that help?

They missing from a Security group or something simple like that ?
