Orphan Behaviours

We've received an FOI request based on a particular behaviour type but I can't get the number of incidents to tally when I run reports in Sims as we appear to have orphan behaviour incidents that are not attached to a particular student. Has anybody come across this issue before and know what the underlying cause is?
