Use Sharepoint for Policy Management

Does anyone know if Sharepoint can be use for policy management? We are wanting a system whereby we can publish policies to users and then they get a notification getting them to read a policy and then click accept to say they have read it and the system keeps track of who has or hasn't accepted it.

 

We use Sharepoint so not wanting to go a buy a system if Sharepoint can do it already.

You could use a Microsoft form and point to the sharepoint policy, user fills in form once read.

So I would do something with Flow (or whatever we are calling it this week...) and a SharePoint list that holds the response.
