This has randomly started happening today. It doesn't seem to be the firewall or any Chrome extensions. It looks like when the CSS doesn't load.

 

Any other ideas?

Getting this now on one of my browsers (Vivaldi). FF, Edge and Chrome are fine. Vivaldi has tracker blocking built in and sites work if I disable it. Which I'd rather not do. It works okay for a different user, and clearing data using Shift+Ctrl+Del doesn't fix it.

Strange. I'm using Chrome and getting this. Not really sure how what seems like just a user account signed into would cause this?

I uninstalled and reinstalled Vivaldi (exact same version) and after a little while it just started working normally again. Everything I found online just pointed the finger at extensions (in the case of Vivaldi it was the built-in tracker blocker), which makes sense, but doesn't really explain why it was happening in the first place.

 

Try checking for anything unhealthy looking in the Chrome task manager. Maybe there's a janky bit of js that's stuck or something (clutches at straws).
