Google Drive - External Sharing of PDF files - possible?

While external sharing (outside the organization) of Docs, Sheets, etc. works, I don't see a similar option for pdf files (or probably any non Google file). Is that the case? Or is there some other setting that controls this?

I can change the permission of a PDF file in my own Drive to 'anyone with the link'.

Yes - the non Corporate version allows external sharing as you describe but the option is different in Corporate. Still a mystery to me.
