MC4200 logging User 802.1x Authentication Failure errors but we're not running RADIUS

We recently had to completely rebuild our controller configuration from the ground up.

Since then clients take unusually long to connect to our single SSID. While observing an Android phone attempting to connect, it will try 4-8 times before either displaying "Problem authenticating", or starting over. Sometimes the devices connect first attempt... no pattern.

 

checked the Event Log on the MC4200 and find hundreds of entries

8 campuses on their own VLAN/ESS profiles
