Moodle and View only documents

Is there a way to have documentation in Moodle that is view only, as in you can't save or download ?

Not sure what you mean by documentation but you could use a Page resource instead of uploading documents - that is viewed online - but of course people can still screenshot them. There is also the Book resource which is a series of pages, although it can be saved as a PDF.
