HYPER-V Console Slow on server 2019

I've got 2 HP Gen 10's running as Hyper-V hosts on server 2019 The VMs work fine performance wise, however when i start or restart a VM, Windows is quick to shutdown for example, but then it hangs on 'stopping' for several minutes before the machine starts up again.

 

The whole windows side is fine, it seems to the hyper-v management of the machines which is stalling.

 

In this state, i am unable to perform any actions on the VM under the 'actions menu'.

Even if i create a brand new VM and start the machine it will come up as STARTING with a blank screen for several minutes.

 

Not got the issue onServer 2016 as Hosts - as soon as a machine is powered on or perform a reboot of a VM its immediate.
