Icons on start menu not working/blank

I've been struggling for this for a while now, not sure when it started.

 

I've tried deleting the profile.

 

Server is working fine, just i can't navigate with the start menu as nothing works! apart from that no other issues.

 

Anybody Else had this and know now to fix?

I've had the same problem with Server 2019, especially after an update -

 

running "sfc /scannow" seems to fix it.
