Google Chrome - Not opening/downloading automatically

[Shadow_Walker]

Having an annoying issue with some machines where chrome will download a pdf and instead of downloading and opening in a new tab it will just as to save as first. I have checked the settings and it is always asking to save first before downloading even though settings are off.

Any ideas?
