pending devices not pending in WDS

in WDS,

 

In PXE response settings, if i have approval turned off, everything seems to work fine,

 

If I turn approval on, PXE boot on the PC doesnt get a dhcp address, the computer doesnt appear in pending devices, the pc gives up the PXE boot process after about 20 seconds of not getting an ip.

 

i've done the delegation thing but im not sure what else might be wrong/not set
