You don't need to verify an account to edit a replyto address

 

How do you modify the reply-to in Gmail, other than as part of a verified send-as?

 

Edit: I see it now. Users can specify the reply-to address of their default address under settings > accounts > "edit info" of default address. However, if you're preventing users from changing their display name, any mischief they try by abusing reply-to will have their name all over it.
