Just trying to put a sims shortcut on teachers desktop however using the below settings and GPP. What am I doing wrong?

That's not pointing to their Desktop. Instead of Programs you need to select either Desktop or All Users Desktop. Alternatively you can push out a shortcut file to %public%\Desktop

Location should be desktop...
