I am on my domain controller logged on as a domain admin but struggling with access rights on renaming, editing file permissions as it says I don’t have admin rights

Check the folders beforehand, if you didn't created the original folder it could be that someone else is the owner and you will need to make yourself the owner in order to overwrite this.

Properties > Security > Advanced

I'd do it on the folder rather than the file and make sure inherit is on, so it replicates to the files.

Thank you, if I do it at the top level where all our data is store this should be ok to apply to all sub folders

I wouldn't do it at the top level, you are technically right but it might cause issues for people down the line. If you can access the permissions of the files in the folders above, then it's likely that the issue is just in that folder.

I'd go up folders and check permissions on those until you have permissions and that's where you know the issues ends if that makes sense.

You could also try this: http://www.cjwdev.co.uk/Software/NtfsReports/Info.html?LMCL=ovIAfw

It will audit the permissions on targeted folders for you.
