Is there a problem with US-EU Privacy Shield?

I've seen a couple of cases where US services providers have backed away from supporting UK data in their region. Anyone else seeing issues because of GDPR?

Is that why Google came up with the model clauses instead?

 

Also, presumably whatever state EU-US Privacy Shield keeps, it stops applying to UK citizens on/before 31st October anyway...
