Changing keyboard layout for local users

Hi all,

I have in front of me a laptop that's been locked down with GPO for exam use. It has 2 local accounts for administrators and exam users and is not domain or network joined.

I need to change the keyboard layout for it from UK to Spanish traditional for exam use but cannot for the life of me get it to work for the exam user account.

Obviously things like Run and Control Panel are locked down. When I set the GPO to Not Configured I can use them but only with the admin account and when changing the default keyboard in Control Panel it only affects the admin account. When changing settings under User Configuration it doesn't seem to affect the exam user either (still can't use Run etc.).

I've even tried changing it underHKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Keyboard Layouts but again it only affects the administrator account.

Does anyone have any ideas or can they point out something blindingly obvious I'm doing wrong?

I managed to do it - a fresh mind the next day and shutting down and turning back on after changing the policy managed to work.
