Does it try to install its own copy per user like OneDrive? No one's mad enough to let code run from anywhere users can write to are they?

1:1 devices are the future and updates are more regular if not stopped by IT. That's the MS mentality anyway.

Yes (or rather that is the implication of the current documentation) and of course people are. But the more security conscious use applocker, which affords Admins the ability to pick and choose what self-service application /publishers are allowed.

Yeah, there's 0 MS executables that can be used for evil
