Creating Templates outside of SIMS

I would like to be able to create templates outside of SIMS using XML. I can download a template from the system and edit it and reimport. If I were to use this to create future templates is there anything special that I need to do in terms of creating IDs (is there a naming system or is it okay to adopt my own Date_Time based system?). Also will an uploaded template create new aspects if they don't already exist or do I have to create them separately? I just find the template creation mechanism on SIMS very clunky especially for formula generation and thought that this might be quicker.
