New style of web page design/layout like BBC

I don't have much web design knowledge and have only really dabbled with a couple of web sites myself. What i have noticed is that more sites now seem to be suing a similar style ( what i refer to as a modern design)

 

Is there a specific way or specific software that you now create sites like this or am i barking mad?

the kind of style of web2.0 can be done really easily with photoshop CS nowadays, there's even sites of free templates

for instance

Free Website Templates, Free Web Templates, Photoshop Layouts

 

because its all layers in photoshop its a complete doddle to alter a few pics/writing, find some royalty free pics on the net and export it out.

Using a RAD framework can also help. I've been looking at CakePHP

There are also others for PHP: Symfony, Zend, CodeIgniter etc... There's frameworks for other languages too. Apparently Mozilla Addons uses CakePHP.

Part of the new look BBC site is it's usage of JQuery ( jQuery: The Write Less, Do More, JavaScript Library ) to enable drag & drop functionality etc. It's a really nice JS script that's worth a play with.

id like to apply drag and drop to a site im currently developing,

how would i go aout it? its just fo a few modules on the site. Help please
