Exchange 2016 - Offline Address Book Not Updating

I've just added a couple of new Email Distribution Groups on Exchange 2016 and they're not in the Offline Address Book yet as they're new so I went on to the Send/Recieve tab in Outlook and tried to manually download it but it's not working correctly:

 

 

It has been like this for a while now and hasn't error-ed out yet so I don't have an error message to go by.

 

In Exchange 2010 I seem to remember restarting a service, but I cant see any address book services in Exchange 2016 to restart!

to quickly check. change your cache to 0 on outlook this will give you the live address book from the server.

That's correct, but you should still be able to run the update - it might only 'update' to the current one, but it should still go through the process rather than just sit there and do nothing.

 

I gave up waiting after 20 minutes or so, but a colleague kept his running and we then got this:

Just checked Outlook and the 2 new groups are still not showing up and the error still occurs if you try and get Outlook to refresh/download the OAB. If I turn of Cache mode in Outlook, they show up, they are also visible on WebMail and my mobile phone. As soon as you put cache mode back on Outlook the OAB starts being used and that's clearly where the issue is.

 

 

There is a way to see when the OAB was last changed as follows:

 

When I run the Get-OfflineAddressBook | select whenchanged command on the CAS server I it comes back with: 05/09/2018 05:25:50 so it is definately updating the OAB but for some reason the Outlook clients cant get it.
