Win10 LTSB odd clock format issue. Login 12hr taskbar 24hr

I have this configured in GPO to display 12hr. It works on the login screen, but the taskbar is 24hr. However if i click the time in the taskbar, the popup calendar and time screen is in 12 hr!

 

i'm lost, any ideas?

I have the exact opposite issue in 1709 - 12h on the taskbar, 24h in the popup. I want 24h everywhere!

Just got to the top of my lists again...... i'm still having this issue.

 

Anybody been able to sort it?

 

I can confirm i've pressed f5 so all the fields are green.
