The command to do it on a Cisco Switch is to use Spanning-Tree Portfast on the interface of the computer trying to PXE boot and that then works like a dream!

At the time we were 3com but now you mentioned what it was, this is also how I fixed the slow DHCP problem a decade ago

For the benefit of others I want to clarify what this does.

 

Usually when a device is connected to a switchport it goes through the 15 second listening and 15 second learning period that comes with spanning tree. Portfast puts the port into forwarding state right away. It looks when you PXE boot the machine they are timing out because of the 30 second delay on the switchport.
