Video watching, an intel graphics card would be fine. However for video editing, something along the lines of the nVidia Quadro 285 for the amount of money that you want to spend. As the Quadro's (or the ATi version) support OpenGL and were designed for this kind of work, as well as CAD/CAM work.

Or just get a chuffing big 24" (or even 30") Widescreen monitor! The resolution should be amble without having dual monitors!

 

Dell do a nice range, prices are dropping for the 24", but the 30" is still v. expensive.

Another vote for dual/massive monitors. I do music production (which is very similar in method to video editting) and i really couldnt be without dual monitors. I cant even stand doing normal work without them now, they are so so handy.
