Open Link on all new users

How would I configure mac's to open a browser to a certain website on login for all users? I work in a lab we need to distribute a survey.

I'm looking for a possible terminal command to configure this.

I just did a quick bit of research based on my original idea I was going to post. What you could do is create a Launch Agents, Launch agents run on behalf of a user and therefore need the user to be logged in to run.
