"Your datacenter region move for data related to ‘Exchange Online’ is now complete. There is no action required on your part." I've just seen this on our dashboard of Office365

I think there's a waiting list from requesting it and it being migrated. Are you sure you have been migrated? Having said that, I doubt there will be much difference between Dublin and here.

We manage around 10 Office 365 tenants, some new and set to the United Kingdom by default (the more recently set-up), I can honestly say we see no difference in performance with the tenants set to Europe data residency.
