Has anyone had success in disabling users from creating groups?

 

If so, what method was used.

I have done this via powershell, following this guide:

I did so as well. Just raised a case with O365 support and they walked me through the Powershell steps to do it.

I've just been looking at how to restrict group creation and I have found exactly the article mentioned in this thread.

 

Yes, it is possible to exclude some users (students) from creating groups, but this restriction impacts the fundamental operation of Office 365 and some of the apps are affected. The tech article closes with how to test that the restriction is in place - user Planner and create a new plan. This will fail.

 

So by restricting group creation we will prevent some apps from working. Has anyone worked around this problem? If so how? Or are you just working without some of the Office 365 features?

Modern Groups underpin a number of apps, so by stopping users creating groups you also stop them being able to use the apps that are built on modern groups, although the link below shows you how to get around the need for a modern group by using 'shared inbox mode'. I would suggest that you set up some automation around creating these groups (flow can be your friend here) to help streamline the process.
