Just a few things I have noticed updating my work PC to Windows 10 1703 :-

 

The upgrade seems to have wiped out my remote administration tools for Active Directory etc!

 

Also they seem to be trying their best to kill Control Panel off, if you go to 'System' now you get the fancy settings screen version yet if you use the Windows Key + Pause key shortcut it still maps to the Control Panel system page!

 

You can also now 'hide' the All Programs list on the Start Menu so all that appears initially are your pinned items which is a nice change

RSAT has been wiped off with every Windows 10 upgrade, that's normal. Just reinstall it and it'll come back fine (it's something to do with it being integral to the OS, more like an .msu than an .msi). The Control Panel comes up if you search for it in the Start Menu, you can then pin it. Hiding All Programs shows as an option for Windows 10 and Server 2016 so I'd guess it has been in since at least 1607.

If you're a home user, then via Windows Updates or the Microsoft Upgrade Tool. If you're a business, then via VLSC and your agreement.

Nothing new for 1703 as it's been like that from 1511 hasn't it?

Home Users will get it pushed out via Windows Updates as and when Microsoft release it to them (assuming you already have Windows 10 installed that is) and volume licensing customers had it released to them at the beginning of the week via the VLSC. No guide needed for a Windows Update and if you need one for VLSC then I suggest you contact your tech support department for help/advice.
