App in iTunes Missing from Volume Purchase Programme

I am trying to add an app to our iPads but I am unable to find it on the VPP portal.

I have tried changing the region of my VPP account but this does not appear to make any difference as far as I can tell.

 

Is it the case that some apps are just not on the VPP?

Yes, some apps aren't on there - its up to the app creator.

It's more than likely because this app is purely subscription based, you only get a sample with the free version
