I am trying to add an app to our iPads but I am unable to find it on the VPP portal. App in question "First News Newspaper" https://itunes.apple.com/us/app/first-news-newspaper/id694648355?mt=8 I have tried changing the region of my VPP account but this does not appear to make any difference as far as I can tell. Is it the case that some apps are just not on the VPP? Thanks Mcom

Even if you enter the password wrong a few times? Is this on a Desktop? If so it will have some jumpers in the MB.
