Got my XML working correctly but future changes do not take effect if a profile already exists for a user. New users would get the new new xml settings.

 

Is this correct behaviour and if so is there a way around it?

I gpp'd the file onto the PC then pointed the GPO to it. Seems to work on 1511. Currently trying to get 1607 to work. Is your start menu redirected ? Are you using it on 1511 or 1607. I found the export-startlayout fails if the start menu is redirected.

Redirected start menu. I'm using a file I have used at other sites so not actually exporting it from scratch.

 

Using 1607, it works just doesn't seem to update if profile has already loaded previous version

Well the start-layout is in a database which the XML gets pulled in. I switched to computer GPO as user was being unreliable under 1511. Though I did have loopback replace enabled. As for changing it. I created a new layout each time making sure the shortcuts were in the start menu.

I've had a similar issues but mine seems to be working stable and updates when changes are made.

I started by creating the start menu I wanted and running the Export-StartLayout powershell command. I then used Notepad++ (NOT NOTEPAD) to modify the startlayout.xml file to make sure that the directories and shortcuts are valid for every user that logs in. At one point I had an issue where it was re-creating the shortcuts under the %UserProfile%\StartMenu which obviously isn't valid for all users. Once this is done it worked fine. The only problem I am having at the moment is inconsistent File Explorer Tiles, I've set the DesktopApplicationID=Windows.File.Explorer and on some clients it works and others it doesn't. I will be investigating this further.

 

Make sure at no point you edit with Notepad.exe. I find that this corrupts the xml way too often and I'll be trying to work out why the clients are not picking up the new menu and 9/10 times its because I forgot and used notepad.

Is it that I have to find out the ID's and replace the lines such that:
