can't switch user 8.1

Has anyone had an issue with windows 8.1 devices being unable to swap between users?

 

Got some 8.1 enterprise asus t100's that won't let anyone else log on other than our admin user.

Other options aren't even displayed.

fast user switching is enabled

There are 4 local accounts on the device, all are active.

 

yet on the start screen there's no option other than the one user.

if you logout there's only one option to log back in with

 

there appear to be no group policies, other than the local group policies, hide entry points for fast user switching which is set to disable.

 

pressing ctrl+alt+delete brings up switch user but only takes you back to the login screen with the one user available.

 

 

seen lots of people having the error but no-one having a fix short of a re-install

I had this issue with a few of my devices, but i ended up just rebuilding them.
