Internet connectivity and filtering

Morning,

 

I realise this topic has come up multiple times and I have dug around some threads and got some info but I feel I need more so I turn to you guys for advice.

 

I am looking into replacing our internet connection and filtering solution, I approached 4 companies to provide quotes and gave them the same criteria as usual they all came back with various interpretations and offers some hitting the brief exactly some not so much. Because of the cost I am told I need to write a tender of sorts. I signed up for the Crown Commercial Service eSourcing portal is this basically my best and easiest way of essentially doing a tender? I realise they do training on how to use this system but my time scales are extremely urgent and I need to get cracking with it.

 

Does anyone have any experience using this system and any recommendations on how I go about it I just want to make sure I do it properly and also don't get myself in trouble?! Its not something I have had to-do before usually just write up a project scope and get the quotes then evaluate and put it forward.
