Bit of a complicated one to explain but I work in education where we have over 200 iPads on one site. Each iPad managed through Meraki has an iTunes account so I can deploy apps accordingly. Last Feb I had 30 iPads brought back to me as messages kept coming up saying "iPad has been disabled" This was mainly appearing when doing to update or download apps. It caused a lot of problems to the extent I spent a long time on the phone with Apple trying to get 30 iPad accounts reactivated.

 

Apple claim that either the iTunes account or my VPP account have problems but it's nothing to do with them. In the end and after many phone calls I decided to come up with a new naming standard and recreate all 30 accounts with new iTunes accounts. It's been working and brilliant until one of the newly imaged iPads has appeared on my desk with the same error happening.

 

Apple tell me the accounts are fine, Meraki is fine, new accounts work all okay. I can't seem to think of anything someone could do on an iPad account to completely lock it down and prevent apple themselves from reactivating it.

Not complex at all, you are getting the error due to..

 

Too many attempts being made to sign into the Apple ID account (not iTunes) with the incorrect password, the account is disabled. It can be reenabled by going to the following address to reset the password, Apple will send a verification email to the address being used.

 

https://iforgot.apple.com/password/verify/appleid

 

If this is an "free" account with no debit or credit card attached, someone has tried to then add this to the account, Apple can in certain situations disable the account if they suspect fraudulent activity.

 

Going to the above web address will allow you unlock the account.

Tried that. It still wont let you access the account. I've even spent three days on calls with Apple who can't figure out their end why the accounts are disabled. What's worse is they say they are activated and therefor can't 'reactivate'. :(
