Probably a box-ticking exercise. "Yep, another cycle lane created".

 

For those with a keen appetite for the ludicrous, feast upon this:

Cycle Facility of the Month

 

You're not far from the truth there. My father, before he retired, worked as a road safety officer for many years told me that the reason you see so many cycle lanes that are so short are that there was some obligation to provide cycle routes many years back but no compulsion to have them all joined up.

So, for example all the bits marked up as cycle lanes can be added to a grand total so the council can say 'We in Loamshire have 250 miles of cycle paths!', regardless of the fact non of them are more than 100 meters long.
