[ms office - 2010] Make a text box a certain size

OK I have been told that this can be done, however googling hasnt helped.

 

Teachers want to do end of year reports in word and have a text box that they type there comments into say fill width and 5 lines high.

 

They want to be able to lock that so that when its sent to staff to fill in they cant keep typing in it and making it bigger or pull the anchors out to make it bigger and ideally when you have wrote 5 lines and got to the end, you shouldnt be able to type any more.

 

in word 2010 or newer please.
