Exchange Send on Behalf

Had an interesting one today and wanted to run it past some of you as I am a little out of touch with Exchange, last major work I did was with 2003!!

 

Done some work with PaperCut and its new integrated scanning, setup the SMTP details and created a domain user with a mailbox for this purpose, everything works ok.

 

Come to use the integrated scanning and no joy, the error I am getting is send on behalf errors or to that effect. So as a test the account that is used for scanning I login to and send a scan to that it works. Customer uses Exchange 2010 with a hybrid setup with some users on Office 365 (the ones we were scanning to were local) but did test both sides and it errors. I had to grant the "notifications" account send on behalf to all their users, did a few manually to test and then they powershelled the rest but is there a way to set permission at a top level so any new accounts created get this and is it down to the way the customer has it setup that has caused this?

 

I am out of touch with exchange so want a bit of advise please.
