According to DfE/Becta Report 2010 (see below link), if LAs are still in existence for legal compliance - LAs and schools/academies will need to hold a fair and transparent procurement process. "Upgrade" is a redline!

BECTA report was never a mandate anyway...

I agree that BECTA is long gone. It's also not a requirement now to reprocure anything that a school has currently in place before conversion to an academy.

 

The last thing most converting schools need is to change a major piece of software around which the school operates. Change may happen, but probably not as part of the conversion process
