School Budgeting software?

We are just starting our budgeting season and I was asked if there is a web based software for it. Teachers and staff can submit their wish lists of equipment, software, books, etc. though a website. Then as an administration team we look at these and approve then add them into the budget. Currently she uses just one big excel sheet which is pretty much coded so only she understands it.

 

Is there any procurement, purchase requisition software that anyone is using they they like? and maybe open source? How do other schools do it?
