Workflow Engine..?

As you can see not a prolific poster so sorry if this is in the wrong forum. In need of some help or guidance..

 

I need to implement a workflow system for Trips and Visits and CPD applications. I.e. A member of staff can fill out a pre defined form and add supporting documentation/attachments. This can then be submitted to out finance team to check budgets and they are notified when somebody does so, then gets pushed on to LT to approve and they are notified, then gets pushed on to admin staff to send letters to parent etc etc..

 

I'm aware of SharePoint but I was wondering if there was anything other than SharePoint that anyone would recommend..?

My aim was to write a framework to do this kind of thing for Google Drive over the summer, but there was simply not enough time available. It's still do-able enough with Google Drive, though - create a form that produces a file in a particular folder when submitted, set a watch on that folder so a script runs when a file is updated (i.e. when a form is filled out), that script notifies whoever needs to deal with the form.
