LastLogonTimeStamp and Service Account Deletion

Afternoon Guys,

 

Is it safe to assume any service accounts (or indeed any other account) that doesn't have a LastLogonTimeStamp within the last lets say Year isn't being used anymore?

 

Or are there any accounts that can be "used" without needing logons e.g. Bind Accounts that something may have been joined to domain with etc
