Profiles don't apply until users second logon

Copied this from Apple support forums as it is exactly our issue, although there is no answer on the Apple forum, hoping someone here can shed some light!

The only difference is that we are running Mavericks Server.app

We had this issue with Profile Manager with Mavericks, we ended up using PM for machine settings and WGM for user settings just to get classrooms operational.

 

When we upgraded to Yosemite (both server and clients) user profiles applied first time.
