GPO Not Applying

I have got a GPO which is meant to be deploying a computer based shortcut to the all users start menu as seen below, however, no shortcuts are being deployed.

 

Any help would be much appreciated.

On the pc, check;

1, event log

2, gpresult

3, mmc.exe > resultant set of policy

Do you have other shortcuts that are working?

 

I've never seen that environment variable used before.

 

Can you try just plonking the shortcut in the user's start menu at "%UserProfile%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs"?
