My laptop will not charge when booted into Windows but will when off

Could also be a faulty PSU... check that the correct voltage is coming out of it (hint... use a multimeter).

 

Also check for broken pins and a loose connection between the PSU connector and the mobo.

I have next day on site warrenty so i think i will leave pulling it apart to Dell.
