Anyone know why > Student > Ethnic/Cultural > does not give access to English Additional Language?

Do you mean you've created a permissions group with access to that area?

If it is greyed out it could be a permissions issue.

From memory, EAL permission is grouped with ethnicity. If all of that area is greyed out then yes it's down to permissions. If it's purely the EAL dropdown then it could be something else but I would only expect to see the latter on a new database.
