Creating Users & Passwords using Passenger

Hi Guys

 

Been trying t figure this out but its now driving me insane.

 

I am trying to Import users into passenger with passwords I have created a CSV file with Full Name, Short Name & Password.

 

When I import the file into Server Manager all appears to be fine once I try to logon with the user it will not accept the password in the CSV

 

Any help majorly appreciated as I need to import 650 users by yesterday as always
