installing Win 8.1 Apps

We are implementing a laptop program for students next year...I have the app store turned off using policy.....how can I push certain apps out to the kids at various times in a domain environment. is this even possible knowing you need a Microsoft Account and not just a domain account to install?

The Windows Store for Business (and Education) in Windows 10 will make the process of deploying apps significantly easier.

I wouldn't even bother with Windows 8.1 at this stage.

I believe you can use Microsoft Intune to push apps out although expensive as well as SCCM. Getting the Appx packages however is maybe the hardest thing you have ever done in your life.

I've entertained this before and it just isn't really workable.. Apps are bound to hotmail accounts and not organisation / 365 accounts. There also is not an option to deploy apps for a computer... it is user specific.
