Movie creator that imports files into the project and doesnt just link to them?

Looking for a movie editor that when you import images and videos it creates a copy of the file in the project rather than just linking to the file.

 

I keep on getting asked to recover work from movie maker as they import photos into the project and then unplug and delete the videos from the camera as they think its saved in the project.

 

Keep saying that you have to keep the files in the same place until you export the project and not just save but i cant get it through to them.

 

Anyone know of a program that does this?
