Groups - adding another member as admin

One for the Mods - I've created a group and i was wondering how to promote some users to be group leader of a group? Is this possible?

 

Also is it possible to have stickies within groups?

 

If not, how do we go about getting a forum like the regional Cornwall techmeet forum? Is this type if firum a Edugeek Group Forum? Whats the difference between this and a group? The NYCC Network Managers would like one like this please if thats possible?
